Requests

Requests students can submit in English via Neptun

The following list contains those requests which are available in English and can be submitted electronically via Neptun (mostly: Administration > Requests). Students are advised that while some requests have a rolling submission (i.e. can be submitted without a specific deadline), others have strict deadlines and appear in Neptun only when they can be submitted.

ANNOUNCEMENT OF TERMINATION OF STUDENT STATUS

The request is to be submitted via ELTE Neptun (Administration > Requests). The request is called “Announcement of Termination of Student Status”.

The request has a rolling submission. (This means that the request can be submitted continuously with no specific deadline for the submission.) 

INFORMATION ON THE REQUEST:

With this request students can announce the termination of their participation in their study programme. If they follow only one programme, then their student status is also terminated. 

If the request is submitted before the administrative deadlines of the semesters (14 October/March), the student status changes from active (if it was already active) to passive for the given semester. If the request is submitted after the administrative deadlines of the semesters (14 October/March), the student status does not change for the given semester and for Hungarian state-funded students the semester counts towards their total number of state-funded semesters (Section 47 (1) of Act CCIV of 2011 on National Higher Education (2011. évi CCIV. törvény a nemzeti felsőoktatásról, or Nftv for short, in Hungarian). 

If the student has any outstanding/unpaid debt towards the University, the request also contains a debt acknowledgement statement. According to the Hungarian Civil Code (Section 6:25 (1) a), the limitation period shall be interrupted by the obligor’s (debtor’s) acknowledgement of the debt. According to Section 6:26, the acknowledgement of the debt by the obligor shall not alter the legal title of the debt, however, the burden of proof shall lie on the obligor acknowledging his debt to prove that the debt has not existed, or it existed at a lower amount at the time of making the juridical act on acknowledgement, or that is has been based on a claim that cannot be enforced in a court procedure, or on an invalid contract.


REQUEST FOR INTERRUPTION OF STUDIES DUE TO EXTRAORDINARY CIRCUMSTANCES

The request is to be submitted via ELTE Neptun. Go to ELTE Neptun HWEB, choose appropriate language, go to (Administration > Requests), The request is named “Student’s Request for Interruption of Studies due to Extraordinary Circumstances”.

The request has a rolling submission. (This means that the request can be submitted continuously with no specific deadline for submission.) 

INFORMATION ON THE REQUEST:

In exceptional cases, like scholarship studies, serious illnesses, accidents, or other unexpected circumstances, students in person by proxy (an authorised representative) can request the cancellation of their semester registration within 8 days of the occurrence of the circumstance or the resolution/elimination of the obstacle by presenting the original documents substantiating the unexpected event. The request will be considered by the Faculty’s Academic Committee.

REQUEST FOR PERSONALISED INSTRUCTION FOR EXCEPTIONAL CASES

In Neptun, the request appears as “Request for personalised instruction for exceptional cases”.

In the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian), it is called “Request for Uniquely Tailored Study Arrangement”. At the Faculty of Economics, it is often referred to as “Request for Exceptional Study Regime/Schedule”.

The request is to be submitted via ELTE Neptun (Administration > Requests).

 

The request is semester-specific and can only be accessed after the student has registered for the semester.

The request can be submitted during the course registration period. After this period, the request can only be submitted if the conditions listed in Section 74. (2) f) of the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian) apply. 

INFORMATION ON THE REQUEST:

Students must attach the certificates and other documents substantiating the request. If the request is incomplete (including the lack of supporting certificates and documents), the committee cannot reach a decision and will reject the request without examining it in detail. 

Based on Section 74. of the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian),

The request can be submitted for the following reasons:

  • outstanding academic performance 
  • consistently good academic performance and outstanding academic activity, including membership of academic student workshops (otherwise also referred to as “colleges for advanced studies, and “professional halls” in the Academic Regulations for Students, “szakkollégium” in Hungarian), participation in “tutoring”, and “honoratior status”
  • consistently good academic performance and active involvement in the University’s public life
  • scholarships for study or internship abroad, as well as for work abroad for a period not exceeding one semester, which can be recognised as an internship credit on the basis of a preliminary credit review process
  • childbirth and infant care
  • student’s or immediate family member’s health/medical condition
  • first-class and elite sports activity and national team membership
  • participation in an external internship as part of the curriculum
  • the impossibility for a foreign student to enter Hungary

The following concession(s) under the exceptional study regime/schedule can be requested:

  • partial exemption from class attendance
  • full exemption from class attendance
  • taking examinations outside the exam period
  • meeting the requirements of the standard curriculum at a different time or with a different content/format from how they are specified in the standard curriculum
  • other

REQUEST FOR PARALLEL COMPLETION OF PREREQUISITE SUBJECT

The request is to be submitted via ELTE Neptun (Administration > Requests) by going to ELTE Neptun HWEB, choosing the appropriate language, proceeding to Studies > Curriculum, choosing your programme’s curriculum and the subject in question. At the end of the subject row, click on the + sign (Options) and choose “Submit request”.

The request can be submitted during the course registration period.


REQUEST FOR BEING REGISTERED TO A COURSE AFTER THE COURSE REGISTRATION PERIOD

The request for late course registration is to be submitted via ELTE Neptun (Administration > Requests) by going to ELTE Neptun HWEB, where it is called “Request for Being Registered to a Course after the Course Registration Period”.

The request can be submitted during the week following the end of the course registration period. 

INFORMATION ON THE REQUEST:

Within one week following the end of the course registration period, students can request to be registered for courses running during the given semester. The request is administered, and the decision is made by the Faculty Academic Committee. In cases where all the places on a course have already been filled, the course instructor must agree to the registration of any additional students. (Academic Regulations for Students, Section 62/A - Hallgatói Követelményrendszer, or HKR for short, in Hungarian)


REQUEST FOR BEING DEREGISTERED FROM COURSE AFTER THE COURSE REGISTRATION PERIOD

The request for late course deregistration is to be submitted via ELTE Neptun (Administration > Requests) by going to ELTE Neptun HWEB, where it is called “Request for Being Deregistered from Course after the Course Registration Period”.

The request can be submitted between the end of the course registration period and the end of the examination period. 

INFORMATION ON THE REQUEST:

After the end of the course registration period students can request to be deregistered from a course which appears in the course list offered on their programme during the relevant semester exclusively due to illness or accident (i.e., if their participation in the course is made impossible by illness). The decision regarding the deregistration is made by the Faculty’s Academic Committee. ((Academic Regulations for Students, Section 61. (6) - Hallgatói Követelményrendszer, or HKR for short, in Hungarian)


REQUEST TO THE DEAN FOR EXEMPTION FROM REQUIREMENTS

This request is referred to by different names in different documents. In the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian) it is called “Request for equity by the dean” or ”Deans’s equity”. In Neptun, the previous name was “Leniency Application to the Dean”. 

The request is to be submitted via ELTE Neptun (Administration > Requests).

The request has a rolling submission. (This means that the request can be submitted continuously with no specific deadline for submission.) 

INFORMATION ON THE REQUEST:

Under special circumstances specified in the Special Provisions of the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian), the Dean, upon the Student’s request, may permit deviations and grant exemptions (otherwise referred to as “derogations”) from any of the rules listed in the Regulations.

To arrive at a decision, the Dean must consult the responsible academic organisational unit and/or instructor, or the relevant board / committee. 

The Dean can exercise his right to grant exemptions primarily in cases when substantial and proven changes beyond the student’s control in his/her family and life circumstances have occurred.

No exemption can be granted in the following cases:

  • regarding a decision refusing admission,
  • if the student’s extraordinary conditions occurred as a result of his/her own misconduct or negligence, except when the consequence is disproportionate to the seriousness of the misconduct or negligence. 

The Dean cannot grant exemptions from the completion of studies.

A “Request to the Dean for Exemption from Requirements” can be submitted by students over the course of their studies on two occasions if their student status with the University was established before 31 August 2022and on one occasion if it was established after the above date. 

Significant changes beyond the Student’s control over his/her health or living conditions, which deserve equity, serve as justification for the submission of a Request. The student must state these facts in the Request and must also attach valid documentation substantiating them.

The request can be submitted within the following timeframe:

  • requesting to be allowed to register for the semester or to withdraw an existing registration: by the end of the first week of the teaching period
  • requesting an exceptional study regime/schedule (called “uniquely tailored study arrangement” in the Academic Regulations for Students - Hallgatói Követelményrendszer, or HKR for short, in Hungarian)and requesting late course registration: by the end of the second week of the teaching period.

No exemption can be granted if the student’s request concerns the following matters:

  • change of a deadline if the deadline in question is time-barred (final and non-negotiable)
  • change of an already extended deadline, if the student was earlier provided with an extended deadline for the modification or supplementation of a missing document, and the student does not provide substantiating evidence for missing the deadline due to significant changes beyond his/her control in the family or living conditions as listed in Section 143. (3) of the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian)
  • study and examination obligations, including the completion of prerequisite subjects
  • validating any performance completed against the rules (e.g., an irregularly obtained grade)
  • payment of fees or charges - excluding exemption from tuition fees 
  • any conditions mandated by law.

REQUEST FOR CERTIFICATE OF STUDENT STATUS

The request is to be submitted via ELTE Neptun (Administration > Requests), where it is called “Request for Certificate of Student Status”.

The request is semester-specific and can only be accessed after the student has registered for the given semester. 

The request can be submitted from the end of the semester registration period until the last day of the semester. 

INFORMATION ON THE REQUEST:

Unverified (i.e. not official) certificates of student status, providing information on the student’s legal status and his/her studies at the institution can be downloaded from Neptun (> Information > General Forms) directly. These are available in two languages and the English-language version is called: “Certificate of university studies”. However, this is an unverified, non-certified document and is, by default, not accepted by the authorities. To obtain a certified, official English-language document, students need to submit a request called “Request for Certificate of Student Status” via Neptun. The certificate is paper based, signed and stamped. Digitally signed electronic copies are not issued. It takes five working days for the request to be processed.


REQUEST FOR TRANSCRIPT OF RECORDS WITH COURSE SYLLABI

General information: Students can submit requests to obtain three different types of certified documents related to their academic progress

  1. Request for Transcript of Records with Course Syllabi
  2. Request for Certified Course Syllabi  
  3. Request for Transcript of Records from the Electronic Registration System (most often referred to concisely as “Transcript”)

A separate entry for each request exists in the Current Students > Requests section of the Faculty website, which provides information on the request in question and explains the similarities and the differences between the individual document types, including their purpose, relevance, and submission details.    

The “Request for Transcript of Records with Course Syllabi” is primarily for students wishing to obtain information on one or more of their subject(s) in order to have a particular subject or particular subjects transferred and recognised at a different higher educational institution. Such information may be required when students want to continue their education on a different programme (same or different level and/or institution). A certified document of this type may also be relevant to Erasmus and visiting students returning to their home institution after their exchange semester at ELTE GTK. Further details are available in section “INFORMATION ON THE REQUEST”.

The request is to be submitted via ELTE Neptun. Go to ELTE Neptun HWEB, choose appropriate language, go to Administration > Requests, and choose this request. When submitting the request, you have the following choices:

  • language of certificate (Hungarian/English)
  • number of copies (1/subject free)
  • purpose (Erasmus/Authorities/Continuing one’s studies at a Hungarian/foreign institution)

The request has a rolling submission. (This means that the request can be submitted continuously with no specific deadline for the submission.) 

INFORMATION ON THE REQUEST:

The “Request for Transcript of Records with Course Syllabi” is a paper-based document issued and certified by the higher educational institution. It contains the syllabus or syllabi (curricular requirements) of the subject(s) completed by the student. Subject syllabi allow the examination and assessment of the extent to which the knowledge and other competences acquired and demonstrated by the student at the institution where he completed the subject(s) correspond to the knowledge and competences defined regarding the (curricular requirements) of the target subject(s) in order to reach a decision as defined in Paragraph (5) of Article 49 of Act CCIV of 2011 on National Higher Education (2011. évi CCIV. törvény a nemzeti felsőoktatásról, or Nftv for short, in Hungarian).

The document contains the details of the subject(s) in question in a per-semester format (name, subject code, teacher’s name, credit value, assessment method, weekly hours or total hours per semester, type of class, assessment s, times, result, assessor’s name) in a certified format. One copy per subject and per semester is issued free of charge [Operational Regulations (Vhr) 41/1/d]. Charges defined by the Senate apply to any further copies and such charges are transcribed in Neptun.  

The certificate is paper based, signed and stamped. Digitally signed electronic copies are not issued. It takes five working daysfor the request to be processed. 


REQUEST FOR CERTIFIED COURSE SYLLABI

The “Request for certified course syllabi” is to be submitted via ELTE Neptun. Go to ELTE Neptun HWEB, choose appropriate language, go to Studies > Curriculum, choose your programme’s curriculum (mind the year!) and the subject in question. At the end of the subject row, click on the + sign (Options) and choose “Submit request”.

The request has a rolling submission. (This means that the request can be submitted continuously with no specific deadline for the submission.) 

INFORMATION ON THE REQUEST:

With the “Request for certified course syllabi” students can obtain a certified document which contains the details of one or more subjects (in their Standard Curriculum) they have already completed in a per-semester format (including the name, subject code, teacher’s name, credit value, assessment method, weekly hours or total hours per semester, type of class, assessment s, times, result, assessor’s name). However, the document does not state if the subject has been completed by the student, neither does it contain the student’s grade in the subject(s). One certified copy per subject and per semester is issued free of charge [Operational Regulations (Vhr) 41/1/d]. Charges defined by the Senate apply to any further copies and such charges are transcribed in Neptun.  

If students need the details of a particular subject or more subjects for personal information/interest only (and not as an official certificate), they can print this information from Neptun themselves. In such cases, information can be obtained on all available subjects and not only completed subjects. Such a printed copy will, however, not be a certified document and will not be accepted for official purposes (e.g. by another higher educational institution). If students need a certified copy, they must submit a request via Neptun. 

The certificate is paper based, signed and stamped. Digitally signed electronic copies are not issued. It takes five working days for the request to be processed.


TRANSCRIPT OF RECORDS FROM THE ELECTRONIC REGISTRATION SYSTEM

General information: Students can submit requests to obtain three different types of certified documents related to their academic progress

  1. Request for Transcript of Records with Course Syllabi
  2. Request for certified course syllabi  
  3. Request for Transcript of Records from the Electronic Registration System (most often referred to concisely as “Transcript”)

The request for a “Transcript of Records from the Electronic Registration System” is to be submitted via ELTE Neptun. Go to ELTE Neptun HWEB, choose appropriate language, go to Administration > Requests and choose “Transcript of Records from the Electronic Registration System”.

The request has a rolling submission. (This means that the request can be submitted continuously with no specific deadline for the submission.) 

INFORMATION ON THE REQUEST:

The request for a “Transcript of Records from the Electronic Registration System” is a document issued from the Neptun Electronic Registration System. It is issued per study programme and per semester at the student’s request and is certified by the higher educational institution. It contains information on both the student’s previously completed semesters (courses fulfilled per semester with grades) and the current semester (registered courses with grades if the courses have already been completed). When submitting the request, students cannot choose which subjects to include in the transcript. However, they have the following choices: 

  • language of certificate (Hungarian/English)
  • number of copies (1/subject free)
  • purpose (Erasmus/Authorities/Continuing one’s studies at a Hungarian/foreign institution)

The document contains the details of the subjects (name, subject code, teacher’s name, credit value, assessment method, weekly hours or total hours per semester, type of class, assessment s, times, result, assessor’s name) in a certified format but not the detailed content of the given course. (If students need the detailed course content – i.e. the syllabus - of their completed courses, they must submit a different request called “Request for Transcript of Records with Course Syllabi”.) One copy per subject and per semester is issued free of charge [Operational Regulations (Vhr) 41/1/d]. Charges defined by the Senate apply to any further copies and such charges are transcribed in Neptun.  

The certificate is paper based, signed and stamped. Digitally signed electronic copies are not issued. It takes five working days for the request to be processed.


MODIFICATION OF PROGRAMME

The request is to be submitted via ELTE Neptun (Administration > Requests). The name of the request is “Modification of Programme”.

The request can be submitted from the start of the teaching period until 1 July in the spring semester and until 20 January in the autumn semester. 

INFORMATION ON THE REQUEST:

By submitting the request, students in general can ask for either “the change of their study programme” or “the modification of their study programme”. Section34/B. (1) of the Academic Regulations for Students (Hallgatói Követelményrendszer, or HKR for short, in Hungarian) defines the aspects that fall under the category “change”, while “modification” entails such characteristics of one’s programme as full-time/part-time and the language of teaching, if and where applicable. Currently, international students at ELTE GTK can only “change” their study programme from International Business Economics to Finance and Accounting or vice versa and can only do so once during their studies. They cannot request the “modification” of their programme as the English degree programmes they follow are only offered in English and in full-time format. A further restriction applies to scholarship students (currently, Stipendium Hungaricum Scholarship holders), as they can only request a change of programmes within one calendar year of starting their studies. Further specifications regarding a change of programmes are found on the Stipendium Hungaricum website


CREDIT TRANSFER REQUEST

Two types of credit transfer request exist. Follow the descriptions below to submit the request you need, depending on the type of subjects you wish to have your credits transferred for:

  • for compulsory and compulsory elective subjects listed in the Standard Curriculum, you will need the request called “Credit Transfer Request – Compulsory and Compulsory Elective Subjects”. Go to ELTE Neptun HWEB, choose appropriate language, go to Studies > Curriculum, choose your programme’s curriculum and the subject in question. At the end of the subject row, click on the + sign (Options) and choose “Submit request”.
  • for free elective (optional) subjects, choose the request called “Credit Transfer Request regarding Free Elective Credits”. Go to ELTE Neptun HWEB, and select Administration > Requests.

The request can only be submitted during the course registration period.

INTERNSHIP-RELATED REQUESTS

The requests are to be submitted via ELTE Neptun (Studies > Curriculum). Go to ELTE Neptun HWEB, choose the appropriate language, go to Studies > Curriculum, choose your programme’s curriculum and the subject in question. At the end of the subject row, click on the + sign (Options) and select “Submit request”. You can choose from the following requests:

  • Request for Preliminary Approval of Internship
    • This request can be submitted from the end of the course registration period to the last day of the first week of the exam period.
  • Request to Complete Internship via Credit Transfer 
    • This request can be submitted from the end of the course registration period to the last day of the first week of the exam period.
    • Compulsory document attachments: internship completion certificate issued by the employer, job description.
    • If the submitted request is incomplete, the Committee cannot arrive at a decision, and the request will be rejected without further examination.
  • Internship report
    • This request can be submitted from the end of the course registration period to the last day of the first week of the exam period.
    • Compulsory attachments: internship completion certificate issued by the employer, job description

If the submitted request is incomplete, the Committee cannot arrive at a decision, and the request will be rejected without further examination.


REQUEST FOR THE WITHDRAWAL OF FINAL EXAMINATION REGISTRATION

The request is to be submitted via ELTE Neptun (Administration > Requests). The name of the request is “Request for the Withdrawal of Final Examination Registration”. It can be submitted between the end of the final examination registration period and 72 hours before the start of the final examination. The request is available only to students who have already registered for the final examination in the given examination period. 

INFORMATION ON THE REQUEST:

Students can deregister from the final examination until 72 hours before the start of the final examination. Unless the student has a valid mitigating circumstance meriting special equity (as referenced in Section 143 (3) of the Academic Regulations for Students - Hallgatói Követelményrendszer, or HKR for short, in Hungarian) of which he/she provides verification, he/she will only be able to apply for a new final examination date in the following final examination period. (Section 359 (2) of the Academic Regulations for Students - Hallgatói Követelményrendszer, or HKR for short, in Hungarian).


REQUEST OF SET DEADLINE OF PAYMENT

The request, which allows students to ask for the modification of the tuition fee payment deadline (i.e., for deferred payment), is to be submitted via ELTE Neptun (Finances > Payment). Go to ELTE Neptun HWEB, choose appropriate language, go to (Finances > Payment), and find “Transcribed items”. At the end of the row, click on the + sign (Options) and choose the appropriate semester and “Submit request”, and click on “Request of Set Deadline of Payment”. 

As the request is linked to a Transcribed item, students can only access it after the tuition fee for the semester has been transcribed. The request must be submitted by the Saturday (17:00) of the second week of the teaching period. For example, in the autumn semester of AY 2023/2024, the request can be submitted by 23 September (17:00). The deadline is time-barred (final and non-negotiable), no request can be submitted before or after that period. 

Information on the request:

According to Section 131. (4) of the Academic Regulations for Students, students can request and based on their financial standing and academic performance, may be allowed to pay their tuition fee in instalments or be granted deferred payment. The payment deadline is two days before the start of the examination registration period. Students must prove their financial status with certified documents, which must be attached to the request. The students’ academic performance is determined on the basis of data available in the Neptun system. 


REQUEST FOR PAYMENT OF THE TUITION FEE IN INSTALMENTS

The request is to be submitted via ELTE Neptun (Finances > Payment). Go to ELTE Neptun HWEB, choose appropriate language, go to (Finances > Payment), and find “Transcribed items”. At the end of the row, click on the + sign (Options) and choose the appropriate semester and “Request for Payment of the Tuition Fee in Instalments” As the request is linked to a transcribed item, students can only access it after the tuition fee for the semester has been transcribed. The request must be submitted by the Saturday (17:00) of the second week of the teaching period. For example, in the autumn semester of AY 2023/2024, the request can be submitted by 23 September (17:00). The deadline is time-barred (final and non-negotiable), no request can be submitted before or after that period. 

INFORMATION ON THE REQUEST:

According to Section131. (4) of the Academic Regulations for Students, students can request and based on their financial standing and academic performance, may be allowed to pay their tuition fee in instalments or be granted deferred payment. If the request is approved, the tuition fee can be paid in two equal instalmentsThe first instalment must be paid by the original payment deadline, while the second instalment is due by two days before the start of the examination registration period of the given semester. Students must prove their financial status with certified documents, which must be attached to the request. The students’ academic performance is determined on the basis of data available in the Neptun system. 


Request to Determine the Tuition Fee on a Per-Credit Basis

The request can only be submitted via ELTE Neptun.  Go to ELTE Neptun HWEB, choose appropriate language, go to (Administration > Requests), The request is named: Request to Determine the Tuition Fee on a Per-Credit Basis. (The request is semester-specific and can only be accessed after the student has registered for the semester.) The request must be submitted by the Saturday (17:00) of the second week of the teaching period. For example, in the autumn semester of AY 2023/2024, the request can be submitted between 15 September (16:00) and 23 September (17:00).  The deadline is time-barred (i.e. final and non-negotiable), no request can be submitted before or after that period. 

INFORMATION ON THE REQUEST:

According to Section363. (6) of the Academic Regulations for Students, self-financed students who continue their studies beyond the number of semesters normally required to complete their programme, may submit one single request for a reduction in the tuition fee for their additional semester. The reduced fee will be based on the number of credits for which the student has registered. This opportunity is only available to those who have a maximum of 21 credits left of the total number of credits as determined by the standard curriculum required to obtain the pre-degree certificate (abszolutórium, in Hungarian). The per-credit share of the tuition fee reduction shall be the semester tuition fee at the time the student registered for the programme divided by 30 and rounded to the nearest Euro amount.


TRAVEL PERMISSION REQUEST FORM FOR SHOLARSHIP HOLDERS

Stipendium Hungaricum Scholarship holders are required by the programmes’ Operational Regulations to live and reside in Hungary during their studies and must ask for permission to leave the country for travels lasting longer than 10 days. The requirement is only lifted during the summer holidays (July and August) and for passive semesters. Students staying abroad for an extended period without permission lose their scholarship holder status. The detailed rules can be found here.

The Travel Request (supplemented by the relevant tickets) must be submitted via Neptun minimum one week before travelling. Students are informed on the decision (permission or denial) via Neptun.
